Howard founded The Surveillance Group, Inc. in 2003 after retiring as a Police Captain with the Howard County Police Department, where he served for more than 35 years. His leadership roles included Commander of the Patrol Bureau, Commander of the Criminal Investigation Bureau, Commander of Internal Affairs, and Watch Commander.
He supervised major crime investigations, coordinated with federal and state agencies, and oversaw hiring, training, and operational enforcement throughout his distinguished career.
